From the analysis conducted by services responsible for maintaining the Vistula embankments and the Vistula (Regional Board of Water Management in Krakow, Board of Municipal and Transport Infrastructure in Krakow), services responsible for safety (Department of Safety and Crisis Management, Representative of safety matters of mass events, Volunteer Water Rescue Service), as well as contractors responsible for the realisation of stage technique, it results that setting up a stage construction on the territory of the Poleski Embankment and allowing the organisation of a mass event on the territory of Czerwieński Embankment is impossible and is a direct threat to the safety of the embankments and participants of the event. Based on this analysis, a decision has been made of necessary changes in the programme of this year’s Wianki.

The technical condition of the Embankments after the flood additionally disables the entry of heavy equipment and installing a technical infrastructure (stage, sound system, dressing rooms, etc.), as well as allowing the organisation of a mass event. The embankments have been completely destroyed and their condition does not allow for the organisation of an outdoor event in this place for at least a couple of months. The state of absorption of the Embankments, their instability, lack of studies of the ground’s solidity, many local washouts of the embankment below the water table, the unpredictability of the river’s behaviour in the upcoming days, the instability of the current, the large of amount of sludge brought into the riverbed disabling buoyancy make it impossible to organise the earlier planned concerts within the framework of this year's Wianki: Kosheen, BrainStorm, Biff, Pin and Maleńczuk with the band Psychodancing.
